This series of photographic portraits and interviews with Cook County Jail inmates as well as jail social workers and psychologists provides a glimpse of life with mental illness behind bars.In late 2015, Lili Kobielski began taking portraits of inmates at the Cook County Jail in Chicago. Working in collaboration with Narratively and the Vera Institute of Justice with support from the John D. and Catherine T. MacArthur Foundation&;s Safety and Justice Challenge, she began documenting the prevalence of mental illness among inmates at Cook County Jail in an effort to humanize the reality of mass incarceration in this country, often of its most vulnerable citizens.
The Cook County Department of Corrections is one of the largest single-site pre-detention facilities in the world, with an average daily population hovering around eight thousand inmates. It is estimated that 35 percent of this population is mentally ill.
According to a May 2015 report by the National Alliance on Mental Illness, Illinois cut $113.7 million in funding for mental health services between 2009 and 2012. As a result, two state-operated inpatient facilities and six City of Chicago mental health clinics have shut down since 2009. Emergency room visits for patients having a psychiatric crisis increased by 19 percent from 2009 to 2012, and a 2013 report by Thresholds found that the increase in ER visits and hospitalizations resulting from the budget cuts cost Illinois $131 million&;almost $18 million more than the original &;savings.&;
In addition, Illinois Governor Bruce Rauner&;s refusal to pass a budget for more than two years has caused more than eighty thousand people in Illinois to lose access to mental health care. Two-thirds of nonprofit mental health care agencies in Illinois have reduced or eliminated programs, and a third of Chicago&;s mental health organizations have had to reduce the number of people they serve.
The Cook County Sheriff's Office estimates that it costs $143 per day to house a general population inmate. But when taking into account the treatment, medication, and security required to incarcerate a mentally ill person, the daily cost doubles or even triples&;yet now more patients than ever are being treated in jail rather than at a mental health facility. Cook County Jail has become one of the largest, if not the largest, mental health care provider in the United States.

Perfectly Lightweight
I have very sensitive skin and tend to get oily in the summer, so I was looking for something lightweight and this delivered! It has a mild scent and feels great on my skin. It also keeps my skin moisturized without causing any irritation or breakouts.

Non greasy moisturiser for winter
Avene has been a well known brand all around Europe, Australia and Asia; easily accessible from most Chemists. We haven't tried their products before as I had the habit of picking skincare based on my friends' recommendations and Avene was not in their radar. From our last trip overseas, I decided to pick this up to try and immediately fell in love with it! It is non greasy yet very effective in dry months. Price point is also reasonable and I have re-ordered on Amazon since! Highly recommend it.

Good for combo skin. Scented.
This moisturizer has a lightweight texture. It reminds me of a gel-cream. It does have a floral/powdery/fresh scent. It doesn’t bother me that much but a lot of people don’t like scented face products. I took off one star for the fact that it’s scented because I feel it’s unnecessary. Especially since this moisturizer is labeled for sensitive skin. I also feel like it is pricey for the small 1.3 floz bottle. It seems a bit basic for $40 doesn’t it? I have combo/acne prone skin and I am currently on prescription tretinoin/hydroquinone cream from my dermatologist. I needed a face moisturizer that is light and wouldn’t clog my pores but also super hydrating. My skin is very sensitive right now and I had no issues with this moisturizer. I felt it provided the perfect amount of hydration without being greasy and heavy feeling on my face. I don’t like heavy moisturizers. The hydrance rich version is way too heavy for me. The finish of this light moisturizer is soft and doesn’t leave a sticky feeling, like some face moisturizers do. I can wear this year round. It is hard to find the perfect balance of hydration without being greasy. Overall I will keep purchasing it because I am extremely picky about the texture of my face moisturizers and this one is perfect for me. It also wears well under sunscreen and makeup. I do think it’s a little overpriced and the fragrance is unnecessary. Overall it works for me but it’s very important to know about the floral fragrance. The fragrance does go away after a little while but it is present upon application and also minutes after. If you don’t mind the fragrance and have combo, acne prone skin like I do, you will probably like the texture. If you don’t want to pay the money for this avene, try vanicream face moisturizer. The cerave pm face moisturizer is also kinda similar. The vanicream face moisturizer being the most similar to avene light, in my opinion. Vanicream is also unscented and a fraction of the price. Make sure it is the one specifically for the face, without sunscreen. I was not sent this product for free and this is not a paid review. All honest opinions here.
